Employer Charges distributing on Retro Result element is posting to Suspense

I have a single fixed costed element with all segments populated within the Cost Account section within Element Eligibility, in the both the Earnings Results & Retro Results. We would like to now include this single element within the Distribution Group, to allow Employer Charges to distribute across it. Manage Account Rules have been built, so the Employer Charges that distribute on it, will post to the GL in a specific combination.

The problem is, the Employer Charges distribute perfectly fine on the Earnings Results and don't create errors on Create Acocunting, BUT the Retro Results for the same Fixed Costed element, causes the Employer Charges to post to our Suspense account.
