Why my manager are not available to re-hire contingent workers

When our managers are hiring a contingent worker and the system finds an existing person to perform a merge, the system displays an error message. But this error is only with the manager. Our HR specialist can take this action and continue with the merge of this contingent worker. Do you have any idea why this is happening?
