Fill the job requisition even candidate offer is in accepted phase.

Summary:

Hi Team,

We have a request to fill the requisition even though RO currently having active candidate, which is in Offer, Accepted phase that leads to error during fill requisition to close it. Since I've been told that it is a current design where Recruiter need to complete the requisition which up until move to HR (pending worker),

Any workaround to allow the recruiter for RO closure/Fill job requisition while candidate in Offer, Accepted phase.
