Requisition Templates Not Available in Recruiting

Summary:

We are currently not able to access any of our requisition templates . I've tried to access the templates in our production environment which has Redwood active and also tried access in one of our test environments that does not have Redwood . Neither environment is working . Has there been some sort of update to the system that now requires an additional privilege to access requisition templates? If so , what is the privilege ?
