Payroll Activity Center - Upgrade eligible objects process stuck

We have activated the Payroll Activity Center in our dev environment using the following guidance: Upgrade Payroll Results

However when we submit the "Run Feature Upgrade" flow it gets stuck on the "Upgrade Eligible Objects" task and doesn't populate the previous 12 months of data into the Activity Center.

We've left it to run for a couple of hours but doesn't make any further progress. There are no messages generated so we're unable to determine what's causing it to stop processing.

Has anyone else encountered a similar problem?
