bank and branch don't load in Redwood payment methods

Summary:

We have moved to the Redwood payment methods page and have CE_USE_EXISTING_BANK_BRANCH = Yes. In the responsive page, employees were able to enter their routing number and the bank and branch name would populate.

Now, when employees click into the Routing Number field on the New Payment Method fly-out, the bank and branch LOV doesn't show. And if they type in a routing number, nothing populates in the Bank and Bank Branch fields. This is working correctly for users with elevated privileges but I have not been able to identify a role or privilege to resolve the issue.
