Roles created & granted to user via Security console vs Item class Security ACTIONS

Summary:

We create new custom role or grant OOTB role to user perform certain actions in Oracle Product Development (PD). Also when the user or user group is added to the Item class Security tab, below we have ACTIONS where we can add certain actions for users to perform (Like View, Update, Read, Delete, also few custom privileges available).

Query is when required access are already granted in the Roles (as it contains Functional, Data security privileges) what is the need of this ACTIONs option under Item class?
