Multiple cases open after I add an action or action plan. The number of new cases that auto open depends on how many actions there are. Is this the expected behavior?

Example: I added an action plan to the original case, 14045. This action plan contained three actions. It then created cases 12046, 12047 and 12048 all with the same title, description etc as 14045.

Is this so that each action has it's own case that you can contain it's own notes etc.?
