Mandatory control of DFF input according to project status

I would like to control the mandatory input of DFF based on project status.
Is it possible to make a DFF item optional for “active” status and mandatory for “waiting for close” status?
Also, is it possible to generate an error when changing from “active” to “waiting for close” status if the item is not entered?
