Not able to enable the Manage Self Paced Learning Feature in Redwood

We are not able to enable the self paced learning in Redwood. We are following all the steps to enable from the following link:

We are not able to add the following two privilege to our admin role -

  1. Grant learning administrators the new security roles for managing self-paced learning and user groups:
  • Manage all Digital Learning
  • Manage Learning Organizations or Manage All Learning Organizations

Is this the reason why the page is not enabled? If so how can we troubleshoot this issue?
