No able to submit Local and Global Transfer after changing Payroll Details only

In the Local and Global Transfer redwood pages, I am not able to submit if I change only the Payroll Details (Payroll transfer) of an employee, nothing else changed. If I click on the Submit button after viewing all the sections (including Need Help ? Contact Us), nothing happens. The page gets stuck and the Submit button remains greyed only. Attached screenshots for reference. Anyone faced similar kinds of behaviors, please help.
