Employee not able to rate the skill

Summary:

We have recently implemented dynamic skills and have attached a rating model on skill content section. But still when employee is trying to add the skill as attained they are not able to rate the skill and directly gets added. below is the screen shot.


Above the employee is able to add the skills as attained without rating as the rating popup is not showing up.
