Manage departments limitations

Summary:

A user is accessing manage departments through the path: My Client Groups - > Workforce Structures - > Manage Departments.
Is this feature normally supposed to let you view all Departments from all legal entities? Is there any way to limit this to their own legal entity? Or does this function give access to all departments?
