Need inputs on maintenance work order cost having consigned and non-consigned stock material issue

Summary:

We have scenario where both non-consigned & consigned stock has been kept under single subinventory. 'Transfer to Owned Transaction' task not performed explicitly for consigned stock before work order material issue. After work order material issue with non-consigned & consigned stock together, Completed transactions showing that system created “Transfer to Owned” transaction.

But after running costing programs, work order is showing cost which is not as expected. We are looking for help to understand why work order cost is not as expected.
