How to add guidance to the Notes to Recruiter field

Summary:

As many other customers, we have a requirement to create an offer in a two-step process. Since the offer management functionality does not allow to split the offer (i.e. display the Hiring Manager with a shorter offer form, hit submit and then the recruiter completes the remaining sections and upload an offer letter), we will be using the functionality of providing the offer information in the Notes to Recruiter field:

Does anyone know if it is possible to add guidance to this page?
