Required Attachment based of Legal Entity When an employee is added a contact

Hi Folks,
We have a requirement to mandate an attachment in the Family and Emergency section based on the Employee's Legal Entity.
Content (please ensure you mask any confidential information):
we want that when an employee from the country "SLOVAKIA" adds his contacts. (ME > Personal Information > Family and Emergency)
When his/her contact relationship type is child, they must attach his DOB certificate.
if he is not attaching a DOB certificate then it should get an error message "You need to attach a DOB certificate for your contact child"
We already tried by Auto Completion Rule there is no such field based on the attachment.
