Does an employee's address change also update their dependents' address?

Summary:

We have a scenario when an employee changed their address in Oracle, but the new address didn't get updated under his dependents' data, and therefore our benefits carrier had a different address (the old address) on file for the dependents. Shouldn't the system automatically update the dependents' address when an employee goes in and changes their address in Oracle?
