In progress and Draft Goals are not moving to the New Assignment

When an employee transfer (Task: Local and Global Transfer) from one legal employer to another, any in-progress or draft goals are not transferred to their new active assignment.

Enabled "Performance Goals and Document" section in Local and Global Transfer page and selected "All Review Period" option while transferring an employee. still the in progress/Draft goals are not moving to the new assignment. Can anyone please assist me on this.
