Trigger email notification to particular department

Hi Team

We have a use case ,like when a employee is hired in a Location then one of the department with in that loaction should get email notification . Is there a way in oracle where we can configure such notification to trigger to an email at department level.

need info on how to configure one group email at department level . is it possible or not . Or is there any other option to achieve this requirement
