Salary Amount field cannot me made read only for salary basis id in Change Pay flow

We had a requirement on salary amount field to make read only based upon salary basis id (Hourly). We had achieved this requirement in RUI page thru EL expression customization. But when we are not able to achieve this requirement in Redwood thru business rules.
If we remove salary basis id in the condition, it works (salary amount is read only). We need your help on this.
Below is the business rule written in Redwood. We have written this rule under LineManager Change Salary. we have only one active rule as below.
