Personal information workflow for primary address-ORA_PER_PERSONAL_INFO_EVALUATE_PRIMARY

Summary:

Per Oracle's documentation, you can restrict workflow to fire for primary address changes only. I tried this in 25A pod, and for an employee who has a primary home address and adds a resident tax address, the workflow fires when profile option =Y. How is this functionality supposed to work?
