Redwood experience Direct Reports transaction not moving direct reports

Summary:

I'm testing Redwood Direct Reports transaction in our test environment - and it doesn't seem to actually move direct reports.

They stay under the same manager

additional info: it seems to work when i do use the transaction but not when i'm logged in to a test account - which makes me think it must be a role or privilege that's not in our custom roles. I can't find anything about additional roles needed on the redwood implementation pages though - for this particular transaction. BUT it has always worked in responsive for all users with no probs
