Do I need to refresh an environment before running the tool in migration mode?

I read on a blog that "once the personalization tool has been used to migrate a flow, you can’t use it again for that specific flow. Even if a newer version of the tool provides more migration options within that flow".

Is this information correct?

We ran the 24D personalization tool on an environment in migration mode. Should I refresh the environment before running the 25A tool in migration mode? Or can I just run the 25A tool on top of what was already migrated with the 24D tool?
