Redwood - why do some pages not have a quick action?

Why do some Redwood pages have a quick action button for them, and others we have to access via setup and maintenance?

Examples:

  • Worker Unions Redwood page is accessible via My Client Groups Quick Actions
  • Person Name Styles Redwood page is not accessible via My Client Groups, only thru Setup and Maintenance.

Will all of these pages eventually be available thru Quick Actions? How does Oracle decide which pages are linked in Setup and Maintenance, and which are available as Quick Actions?
