Can Action Type Code be changed successfully

I am trying to move the Job Change action from one flow to another (from Employment Data Change to Promote), and I am changing the Action Type via HDL:

METADATA|Actions|ActionCode|ActionTypeCode
MERGE|Actions|JOB_CHANGE|EMPL_PROMOTION

The action disappears from the Employment Data Change flow, where it used to be, but it doesn't show up on the Promote flow.

Is this happening because it's a seeded action? Is there no way to move it to the Promote flow, other than to crate another action with the same name?
