Should we add the Reconcile process attributes to the V3 HDLs?

Summary:

We are setting up activity sequencing and usage of the V3 HDLs. In the Oracle documentation it mentions that we need to include certain attributes to the CourseV3 and SpecializationV3 HDLs. Is it necessary to include them? If yes, should the override be set to 'Y' to ensure the reconciliation happen every time ? Or will the HDLs and background processes automatically reconcile the learning assignments ? Please advise.
