Make custom UI in SCE group available as Quick Action?

Summary:

Seems Quick Actions come as part of seeded Groups. E.g. In Supply Chain Execution you can find Quick Actions. They are tied to Pages. You can create copies. Move the to other pages. But always context of the Group.

Can we add a custom page (built in VBCS) and enable that for Quick Actions so that I can position it in the Quick Actions.

The page is added with an icon to the SCE springboard and can be moved in the hierarchy. But client would like to have it in Quick Actions as well under Supply Chain Execution so that it can be put at top of the Quick Actions and easily selectable.
