Is it possible to check an employee's current activity in other IJPs when they apply for a new one?

We got a business requirement, to check an employee's current activity in other IJPs when they apply for a new one? Specifically, can the system enforce the following conditions:

• If the employee is active in 2 other IJPs, they cannot apply to another one.
• If the employee is active in 1 other IJP, they can apply to 1 more.
• If the employee is inactive in other IJPs, there are no restrictions on applying.

Is this functionality configurable in the system?
