Override IRS employer contribution limit

Summary:

We have 2 restrictions for an employee to be eligible for a company 403b contribution - 1 year of service and 1000 hours. Once the EE meets those criteria, they are allocated a base ER contribution of 2% of 403b eligible earnings in each payroll run. We have cases where an EE is not eligible until mid-year, one year after hire, and they start receiving the contributions. But for highly-paid EE's the contributions are stopped when they hit whatever that year's IRS limit is for ER contributions - in 2025 its 350,000. So if they earned
