Not able to delete multiple effective sequences on Assignment and WorkTerms

We have identified assignment records in our HCM applications where there are multiple effective sequences created due to integration interface that runs between our Oracle EBS and HCM application. It brings person and assignment data in form of HDLs. Sometimes a record gets stuck in the interface and keeps coming for long time before its HDL eventually fails due to large number of effective sequences created.

Since these large numbers of assignment splits create other issues in our application, we are trying to clean the data in HCM. However, we are not able to do it if there is a large number of assignment splits or effective sequences (typically 500+). We have tried using following HDLs so that it deletes future changes and just keeps one effective sequence.
