Apply Item Template when assoicating items to multiple inventory organizations

Summary:

When user tries to associate an item using product information management, the user cannot select an item template.

However, when the user only select one inventory organization, user is allowed to select a template.

Is this the expected behavior or if we can configure the system to allow user to select an item template even when he/she is associating the item to multiple BU? Thanks a lot.
