Symptoms
Server is trying to access a local YUM repository but is unable to connect to it due to a Connection refused.
# yum check-update Loaded plugins: langpacks, ulninfo
http://10.x.x.x/yum/OracleLinux/OL7/UEKR6/x86_64/repodata/repomd.xml: [Errno 14] curl#7 - "Failed connect to 10.x.x.x:80; Connection refused"

Yum local Repo server 10.x.x.x is up and running, however The service hosting the repository (e.g., Apache, Nginx) is not running
