Customizing functional areas in Setup

Is it possible to customize the menu of functional areas in Setup and Maintenance?

A custom role is created, that can only access features from recruiting. While in Helpdesk ares, the system delivers a nice message (you dont have access…), it delivers various error messages in Workforce Deployment and Development. I would prefer to make the entries invisible except for Recruiting.
