Person Creation Duplicate Check Shows While It set to None

Hi All,

I tried to create a worker though REST API.

It shows 'This worker wasn't created because another person appears to already exist based on your enterprise validation setting' (PER-1531837).

After I change the Person Creation Duplicate Check to none and retry, this error still shows.

May I know why?
