ORC-External Candidate tries to verify Phone and gets error “You've reached the maximum number of changes allowed. Try again later.”

External Candidate applied to a Job req and created a Candidate profile using Email as the verification and submits application.

Candidate goes back into Candidate Profile and tries to change the phone and validate it to make it a preferred communication method (HR Booster) – clicks the Save and Validate check mark and gets below error.

Get Message “You've reached the maximum number of changes allowed. Try again later.”

Why are we getting this error? How do we override it?
