Mass Download not extracting documents for terminated employees

We are trying to download the document for a specific country and we are seeing a pattern that documents for inactive employees are not downloading.
We are using Filtered list to delimit the country and a specific document category that has 1,524 documents for that country and it is only downloading 3 documents.
We validated one of the document that was not downloaded and it was less than 100KB. Also the document downloaded correctly from the Document Records responsive page using the Download button.

Any idea why the documents are not downloading for Inactive employees?
