Understand cause and effect of Default settings for Transaction Matching to exclude Invalid Accounts

In current version 25.02, Oracle ARC application has default setting to exclude any invalid Account we might see in Transaction matching. However, if there are new Accounts identified wouldnt the best recommended approach is to bring full list and have the profiles added. Any explanation around why the default setting is checked to exlude new accounts, along with the Pros and cons of unchecking this would be highly appreciated
