The Complete option not showing up under the Mass Actions menu on the Learners page of an offering.

Summary: We're trying to change the status of the Learners of our course offerings to "Complete". There is only one person who has the ability to do this. For the other people who need to do this, the option is not showing up. The closest option is "Bypass and Complete". We all have the ORA_WLF_LEARNING_SPECIALIST_JOB role. In fact, there is one person who has the same exact roles as the person who does have the "Complete" option. Oh, and we are all part of the same Access Group assigned to the offering. What
