Alert notification not triggering

Summary:

Hi Team,

I have created a Alert notification to send it to the learners, when they complete the Course/Offering but when I setup the Alert Notificaiton and tried to trigger it the notification is not triggering, I even tried to hardcode the notificaiton by removing the schedule(Daily) but still it didnt work.
