OCI: Oracle Linux Instance Stops With “reboot: Power down” After Boot

Symptoms

System stops immediately after booting:

[[0;32m  OK  [0m] Stopped Monitoring of LVM2 mirrors,???sing dmeventd or progress polling.
[[0;32m OK [0m] Reached target Shutdown.
[[0;32m OK [0m] Reached target Final Step.
[[0;32m OK [0m] Started Power-Off.
[[0;32m OK [0m] Reached target Power-Off.
[ 5.122994] reboot: Power down

Root file system is 100% utilized:

1. Reboot the instance to single user mode by following below document:

2. Free up space in the root filesystem by cleaning up unneeded files/logs or alternatively increase the boot volume size an extend the root filesystem.
