Unable to view Observation Checklist

Summary:

On 25A.

There is a Course/Offering that has Observation Checklist. # 5 and #8.

Learners are enrolled, but both Observation Checklists are not visible to them. Both #5 and #8 not visible.

Is there anything that restricts from Learner not able to see Observation Checklist?
