Complete specialization does not launch optional courses

Summary:

It appears that the behavior of Specializations has changed with the latest release.

We use Specializations in a special case for courses that have to be completed day 1 (since OLC assigns courses overnight). This has worked in the past. However, it appears that with the new release, the Specialization no longer provides a "Launch" for options once complete. Since we have Specializations with required and optional, we are finding that once the required are complete (and the Specialization is now complete), the optional courses in the specialization no longer have a launch option, and since some of the courses have visibility of none, and the course is not launched from the
