Make DOB required for dependents but not emergency contacts

We need to make the DOB required for dependents but not emergency contacts. Because the information sits on the same page, when an employee is going in to enter an emergency contact, it is requiring them to enter a date of birth, which is not needed for an emergency contact. Does anyone know how I can make the DOB required for dependents for benefit purposes but not required for an emergency contact?
