Create Document Categories and Subcategories

In this guide (https://docs.oracle.com/en/cloud/saas/public-sector-compliance-regulation-common/22b/psagi/SettingUpDocumentCategoriesAndSubcategories.html), it shows how to add or modify document categories and subcategories. The first step says to go into Common Setup » Document Category, but I don't see Document Category under Common Setup.

Is there a process to run to add Document Category to Common Setup?
