Rehiring employee not triggering duplicate

Hello,

When a user's account is trying to re-hire an employee, after inputting the rehires National Identifier, their duplicate is not being identified.

However, when I try using an admin account, once we input the same national identifier, the duplicate is showing:


I investigated and thought that it was because the user did not have access to the employee's former assignment (confirmed in Person Management) since they are re-hiring him in USA Legal Entity and his former job was in Egypt Legal Entity. I tested this and added the AoR of Egypt and the Data roles of Egypt to the user in TEST environment and this worked, the user was able to access the duplicate, as it was supposed to function.
