Line Managers are unable to promote and Change position for their employees

Summary:

We have not moved to redwood and I verified all profile options, if any of the options are turned on for Redwood, they are not. For Line Managers the Promote and Change position is showing Redwood and For Admins it's not showing Redwood. In the redwood page the position list of values are not popping up and not allowing to search for the positions. The promote action is showing UI page. Can someone suggest how to turn off Redwood.
