Unable to view attachment in enhanced notifications with Redwood style

Summary:

We have a process where when employee update their education background, there is an approval by the manager. Currently, after this new enhance notification, the attachment is seen as read-Only and manager unable to view it.

In Action button there is no related menu for manager to click on.
