How to update Run AS default user for initiatives and background processing

Summary:

Our default "run as" user was an employee who is now retiring. I am updating this with a generic admin account.

While testing this I am seeing the following issue:

if I create a new initiative and use the admin the initiative WILL assign.

If I update a current initiative to the new admin then the initiative will appear to run successfully in the processes but no new assignments are made. The log files show that the run was successful.

Should I update the default user in the background processes first?
