In position hierarchy, how to include contingent workers, but exclude from approvals

We are using position hierarchy; in some circumstances, contingent workers will be part of the hierarchy, but they should not be approving things such as leave and learning as we do not want them to have access to this area. As such, is there a way to exclude contingent workers who are in parent positions from approvals in position hierarchy?
