Require phone number and email address for emergency contacts in the Hire flow in Redwood?

We have a requirement to make Phone Number and Email address a required field on the hire flow for both the hire (communication info) and for their emergency contact. Redwood allows me to require the Regions, but within that region, does not allow me to require a phone number or email address. We are able to save a contact with only a phone number OR an email address. Does anyone know of a way to make these fields required?
